
11 Mar Tackling the Misuse of artificial Intelligence (AI) by Criminal and Terrorist Organizations
A new working group, WG7, dedicated to addressing the critical issue of Generative AI and large language model (LLM) technologies misuse by criminal and terrorist organizations, particularly in the context of explosives and CBRN (chemical, biological, radiological, and nuclear) and explosives materials will collaborate in 2025. The working group will introduce practical tools and methods for observing AI use among criminal networks and discuss potential technologies that could be adapted for such tasks. Additionally, it will explore cybersecurity techniques and intelligence approaches to identify unusual AI-driven activities.
The primary objective of WG7 is to explore and develop strategies for tracking and responding to the potential misuse of Artificial Intelligence (AI) by malicious actors. This includes understanding how AI can be exploited in the planning and execution of attacks involving explosives and CBRN materials.
WG7 aims to foster partnerships across various sectors, including law enforcement, research and technology firms. The group will work on formulating policies and regulations aimed at preventing the exploitation of AI by criminals. They will develop strategies for real-time monitoring and prompt action in response to emerging threats.
Recently, the second meeting of WG7 was held, bringing together 18 internal and external experts from CBRNE practitioners, research, and industry. The outcomes of this meeting included a review of AI in CBRN crime and terrorism, highlighting the potential misuse of AI technologies by criminals and terrorists and emphasizing the importance of early detection and monitoring for national and global security. The meeting also considered the limitations in restricting the malicious use of language models (LLM) and included a workshop on AI model safety considerations, exploring different viewpoints on regulating AI models.
Participants in WG7 will gain valuable insights into monitoring AI use and explore potential technological solutions. The working group aims to shape strategies to mitigate these risks, emphasizing technological collaboration among law enforcement, technology providers, and policymakers.
