NOTIONES enables better communication between EU member states and other participating countries

A LEA and an organization from the NOTIONES project consortium has been supporting the Kosovo Police, to develop and implement robust systems and processes for Intelligence-Led Policing (ILP).  The principal aims have been to implement processes that gather, quality assurance/grade, and assign information to the right department for further investigation.   It also aims to put in place better sharing of intelligence within and outside of the Police with the right level of accountability, tracking and audit.  The importance of the effective use of analytical tools has been supported through direct training and mentoring.  The principal target of assisting in the development and delivery of ILP are organised crime gangs, which operate within the country.  More specifically cybercrime, drugs and human trafficking, arms dealing, financial crimes and money laundering.  The training was delivered to a range of ranks/levels within the Police – from practical registry input through to strategic planning, coordination and resourcing of intelligence functions.   The importance of the effective use of ILP for public safety cannot be over-emphasized and this project has highlighted that sharing learning between LEAs can make transformation possible when supported through funding and support from senior leaders.  This example has been provided to highlight how the NOTIONES project enables a better communication between EU member states and other participating countries.
