Global Cybersecurity Index 2024: Measuring Commitment and Progress Across Five Key Pillars

The fifth edition of the Global Cybersecurity Index (GCI) measures countries’ commitment to cybersecurity across five pillars: Legal, Technical, Organizational, Capacity Development, and Cooperation. Launched in 2015 by the International Telecommunication Union, the GCI aims to help countries identify areas for improvement and build capacity under each pillar. Continuously adapted to address changing risks and priorities, the GCI provides a relevant snapshot of global cybersecurity measures. Since 2021, countries have increased their cybersecurity actions, raising the global average score to 65.7/100. Most countries excel in the legal pillar, while the capacity-development and technical pillars are generally weaker. Regional differences are captured through a five-tier system, with Tier 1 being the highest, to help countries identify role models for improvement.
