Zanasi & Partners (registered brand of “Zanasi Alessandro srl”) is a research and advisory company leader in Europe in the field of security, intelligence and defence.

INSTITUT PO OTBRANA (BDI)

The Bulgarian Defence Institute (BDI) “Professor Tsvetan Lazarov” was established by a decree of the Council of Ministers of the Republic of Bulgaria #140 of 04.06.2009 as the main scientific-research structure at the Bulgarian Ministry of Defence.

The key areas of activates of BDI are:

  • Scientific and applied research, development and experimental design activities in the area of C4ISR Systems and Armaments;
  • Strategic security studies;
  • Defence technology foresight;
  • Human Factors in Defence and Security;
  • CBRNE, Logistics, Equipment and Materials.

Also, BDI supports the Integrated Project Teams through participation in the preparation, scientific monitoring and complete implementation of the defence programs and projects. Besides, the Institute supports the activities of the Armaments Council and the Defence Capabilities Council of the Bulgarian MoD, as well as the international and national cooperation in the area of research, development, testing and certification of defence products in the frameworks of NATO, the European Union, as well as on bilateral basis. Furthermore, an important function of BDI is the education of PhD students in nine accredited doctoral programs. Last but not least, BDI is in charge of the coordination of the national contribution to NATO Science and Technology Organization and the European Defence Agency.

Defence Research Institute (DRI)

Defence Research Institute is a French defence and strategy agency specialist, with a multidisciplinary approach that combines an expertise on technology with focus on defence, strategic and security applications. DRI’s areas of research range many fields, such as International Relations, Geopolitics and Geostrategy issues, IT, Cloud, portables apps and Cybersecurity, Artificial Intelligence in Cyber Defence, Cyber Warfare, Detection Systems and protection of critical infrastructures. DRI also takes part in DECISMAR, an EDIDP project, which started in 2020.

DRI is composed by personnel who has strong and different backgrounds and has participated in projects at the international level connected to terrorism prevention, counter-narrative against radicalization, prevention, investigation and mitigation of cyber criminality. Our professional are OSCE and GENERALI executives as well as former UN agencies officers.

INTELLIGENCE CULTURE AND STRATEGIC ANALYSIS (ICSA)

FONDAZIONE ICSA is a non-governmental body, a centre of analysis and of cultural processing that deals in innovative ways with security, defence and intelligence issues.
Its mission is to analyze the main aspects of national and foreign security issues, the evolution of military defence models with respect to external threats and the increasing criminal and illegal phenomena in Italy and abroad.

In this context, ICSA also analyzes the main scenarios regarding the technological evolution and all possible impacts that these developments might have on the defence industry, outlining possible critical issues in European weapon systems due to foreign dependencies for their components.
In addition, it observes the growing role of cyber and technological security of the State and its individual citizens.

The President of the Foundation is General Leonardo Tricarico, former Italian Air Force Chief of Staff.
The Scientific Committee is composed of academic and professional personalities with outstanding expertise in matters of defence, security and intelligence and constitutes an essential organ of the Foundation.

Bar-Ilan University (BIU)

The Europa Institute is a unique center of excellence focusing on a wide range of security and intelligence issues and topics relating to Israel and Europe and to the political and security systems in the European Union.

The central mission of the Europa Institute is to develop knowledge and discourse in security issues of importance to Israel and Europe, reinforcing the security cooperation between Israel and Europe, initiating and carrying out research and other projects in these fields, and effectively disseminating this knowledge to decision-makers on all levels.  In 2017, Prof. Shlomo Shpiro was appointed as the new director of the Institute. The Europa Institute comprises of senior research fellows, researchers, and an international advisory board.  The Institute’s team conducts research in their areas of expertise.  The Institutes also initiates and participates in multinational, European and national level projects.

One of the principal activities of the Europa Institute is the ‘European Roundtable’, which meets regularly every three months., bringing together senior experts with decision-makers, diplomats and senior officials from the governmental, public and private sectors in Israel to discuss key issues in the relations between Israel and Europe. The Institute also works extensively on deepening the cooperation between academia, industry and the high-tech sector, through joint initiatives in projects of the European Union’s research programs and other forms of cooperation.

AGENZIA PER LA PROMOZIONE DELLA RICERCA EUROPEA (APRE)

First and unique entity of its kind in Italy, APRE – Agency for the Promotion of the European Research maintains close relations with the most important national institutional actors active in the field of Research and Innovation, with a view to promoting the development and the internationalization of the Italian R&I system, by providing information, training and assistance services.

APRE was born in 1989 as European Research Task Force as an initiative of the Ministry of Education and Research and a number of public and private entities. Police Service of Northern Ireland (PSNI)

The Police Service of Northern Ireland (PSNI) is the Law Enforcement Agency (LEA) with responsibility for the delivery of policing in Northern Ireland.

The PSNI was established in 2001 as part of the recommendations of the Good Friday Agreement and is the successor to Royal Ulster Constabulary GC. PSNI headquarters is based in Belfast, with over 8500 personnel.

For the Police Service of Northern Ireland, keeping people safe is what we do; Policing with the Community is how we do it. Policing with the Community is about understanding and responding to the human impact of policing. It is about creating real participation between the police and the community – a partnership in which policing reflects and responds to the community’s needs.

The central role of the PSNI is to help build a safe, confident and peaceful Northern Ireland. Working in partnership, policing prevents crime, detects offenders and protects the most vulnerable in society. We are committed to enhancing community safety and building public confidence in policing.

The operational functions of the PSNI are delivered through 11 District Policing Commands. Crime Operations branch which delivers on Special Operations, Reactive and Organised Crime, Serious Crime investigations and Intelligence management.  Operational Support branch which has responsibility for Scientific Support, Tactical Support , Armed Response, Close Protection and Roads Policing teams. DURZHAVNA AGENTSIYA NATSIONALNA SIGURNOST (DANS)

The State Agency for National Security is a specialized body for counterintelligence and security and its chief responsibility is to detect, prevent and neutralize the threats to the Bulgarian national security.

The Agency is constituted to guarantee no foreign interference in the internal affairs of Bulgaria, and to provide the highest state authorities with information necessary for conducting the national security policy and for the decision-making process in compliance with the national interests. 

In order to fulfill its duties, SANS uses in its work the whole spectrum of counter-intelligence means and resources. The Agency is constantly improving its capabilities as an integral part of the Bulgarian Intelligence Community, the National Security System and the security system of the democratic community of the EU and the NATO member states.  

LESO LEONARDO (LL)

Lt.Gen. (res.) Leonardo LESO is the former president of the private security company SKP Consulting. His job is to study and prepare military security operational plans and training programmes thanks to his great experience and high professional skills.

Lt.Gen. LESO completed his pre-university schooling at the “F. Morosini” Naval Military School in Venice, and later attended the Military Academy in Modena and Carabinieri Officers School in Rome. A law and security graduate by the Naples and Rome universities, he also attended various specialized military courses in Italy and abroad (ranger, antiterrorism, urban close combat and negotiation/mediation and NATO Defence College for flag officers). He is a special force master parachutist and earned para wings from the United States and other NATO armies.
Lt.Gen. LESO received many Italian and foreign decorations, among these: the U.S.A. Legion of Merit, the Silver Medal of Merit of the Slovenian Armed Forces, the Gold Cross of Merit and the Bronze Medal of Value of the Italian Army and the highest Knight’s Cross of the Italian Military Order.

Financial Intelligence Unit Latvia (FIU)

The Financial Intelligence Unit of Latvia (FIU) is an independent authority supervised by the Cabinet of Ministers; it’s responsibility lies with prevention of money laundering in Latvia, with the goal of eliminating the possibility of using the Latvian financial system to launder money or finance terrorism.

The main task of FIU is to collect and analyse financial data, reports of suspicious transactions, in order to hand this information over to Latvian law enforcement authorities to investigate cases of money laundering and terrorism and proliferation financing.

For its own needs and the needs of its partners, the FIU develops specialised studies covering the risks, trends, amounts and latest methods employed in money laundering and terrorism financing; the FIU collects information and prepares a National money laundering and terrorism financing prevention risk assessment report.

In addition to its intelligence and strategic analysis functions, the FIU operates a private and public cooperation coordination group whose purpose is to coordinate the activities of official bodies conducting operational measures, investigation authorities, State Revenue Service, prosecutor’s office, reporting entities, and supervisory and controlling authorities.

International Security and Emergency Management Institute (ISEM)

ISEMI is a professional platform of former or active police and national security officers, military, civil protection and crisis management experts from around the world with necessary security clearance and relevant long-term experience in crime prevention, counter-terrorism and CBRN-E threats, in the fight against organized crime, environmental crime, trafficking in human beings, cybercrime, drugs and weapons smuggling. Organization together with wide pool of experts has a number of experiences of intelligence analysis, defence policy, border protection, critical infrastructure protection, countering hybrid threats, rescue and emergency assistance, health protection and in the field of justice and prosecution.

Kharkiv National University of Internal Affairs (KhNUIA)

Kharkiv National University of Internal Affairs (KhNUIA) is one of the biggest higher educational establishment of the Ministry of Internal Affairs of Ukraine. KhNUIA is a leading Law Enforcement Agency of Higher Police Education in Eastern Ukraine. Practical orientation is actively implemented in the educational process. For this purpose, were created:

  • training center for combating cybercrime and cyberspace monitoring;
  • training area for combating crimes in the field of human trafficking offenses committed with the using of high information technologies;
  • training area for modeling and countering cyber attacks.

Fields of research are methodology to conduct expertise in combating cybercrimes; information technologies in criminal intelligence and investigation; security policy for computer systems; audit of information security; design and implementation of information protection systems.

Priority of KhNUIA is given to research in the field of public order and safety, protection of legitimate interests of a person by the agencies of the National Police of Ukraine. The research activity of the KhNUIA focuses on finding solutions for practical operational units of the Ministry of Internal Affairs of Ukraine.

Politsei- ja Piirivalveamet (EPBG)

Estonian Police and Border Guard Board (EPBG) is a police authority. The police is an institution of executive power within the area of government of the Ministry of the Interior and the main functions thereof are protection of public order, organization of matters of border management, detection and elimination of marine pollution, organization of search and rescue operations at sea, and organization of matters in the area of citizenship and migration.

EPBG is developing cooperation with other national authorities, local government units, public organizations, citizens and their communities, and other countries and international law enforcement bodies.
There are approximately 5000 people working in the name of internal security of Estonia in Police and Border Guard Board. Thus, it is one of the biggest state agencies in Estonia. The territorial area of responsibility covers the whole territory of Estonia. EPBG has practical knowledge in various activities related to internal security, community policing, fighting serious crime, border management and migration and citizenship issues. EPBG has good practical experience in integration of different components of internal security and public safety. EPBG participates in cooperation networks in Estonia and internationally with other key players of internal security, public safety and border management and with academic institutions. EPBG has participated and participating in various international projects, including Horizon Europe and Horizon2020.

Ministry of Interior of Georgia (MIA)

The Ministry of Internal Affairs (MIA) of Georgia is law enforcement agencyof the country. Its main goals are to reduce the number of offences, ensure the safe living environment for the public and protecthuman rights in compliance with the democratic standards.In order to achieve thesegoals, the Ministry’s main tasksinclude crime prevention, effective response thereto, provision of the quality service and close, trust-basedcooperation with the society. The Ministry carries out its duties in accordance withthe law, democratic standards and ethical norms.

Masovian Police (KWPR)

Regional Police Headquarters based in Radom is an uniformed and armed force which fulfilling their tasks under the Act of Police (6th of April 1990). The area of operations in Mazovian voivodship –
(excluding the territorial competence of the Metropolitan Police Hq – Warsaw and towns around) – this is the area of 29 500 km ². The Masovian garrison employs 6500 officers and employees of the Police. There are: Regional Police Headquarters, 4 City Police Headquarters and 24 District Police Headquarters.

We may enumerate six main priorities of Mazovian Police such as:

Priority I – to ensure a real increase of citizens’s satisfaction with the quality of policemens’s work as well as the elimination of particularly socially undesirable behaviours.

Priority II – improvement of safety in connection with mass events.

Priority III – to increase the effectiveness of Police investigations which are led on scene of crime or offence.

Priority IV – to improve road traffic safety.

Priority V – enlargement of policemen’s and employees’s satisfaction level through the assurance of optimum conditions to realization of tasks.

Priority VI – action aiming to limit of juvenile delinquency and improvement of young people’s safety.

The  main goal is to serve and protect people, as well as to maintain public order and security.

The usual police activities include:

  • the protection of people’s health and life, the protection of property,
  • the protection of public safety and order,
  • creating and organizing “community policing” and crime prevention activities,
  • combating crimes and offences, arresting people who committed crimes,
  • the control of regulations, regarding public life and public spaces,
  • the cooperation / collaboration with police forces from other countries and international organizations.

POLISMYNDIGHETEN SWEDISH POLICE AUTHORITY (SPA)

The mission of the Swedish Police Authority is to reduce crime and increase public safety. Through crime prevention, the police work to ensure that fewer crimes are committed. The aim is also for more crimes to be solved. The police mission is also described in the Police Act (1984:387). Among other things, it states that the police shall prevent crime, monitor public order and safety, conduct reconnaissance and carry out criminal investigations. The detection and analysis of terrorist‐related content on the Internet form an integral part of this mission. The Police Authority’s crime prevention mandate includes participation in prevention activities with regard to radicalization at local level.

 

The Swedish Police Authority has long experience in carrying out investigations with regard to crimes related to information technology, as well as facilities for carrying out investigations with regard to crimes related to information technology and digital forensics.

 

The National Forensic Centre, NFC, is an independent expert organization within the Swedish Police Authority with an overall responsibility for forensics. Our main task is to conduct forensic investigations and analyzes on behalf of the judicial authorities. NFC also conducts research and development within the forensic field, in close cooperation with the National Operations Department and the police regions.

Ministério da Justiça (PJ)

Polícia Judiciária (PJ) Portuguese Criminal Police is the Portuguese higher criminal police body, hierarchically organized under the aegis of the Ministry of Justice.

PJ’s mission consists on assisting the judicial and prosecuting authorities with investigations, by developing and promoting preventive, detection and investigative actions. As a criminal investigation police force, PJ has reserved competence for the investigation of serious and organized crime in general.

Military Academy Skopje (MAGMA)

Military Academy is a military educational, scientific and research institution for university-level education. It educates personnel for the Army of the Republic of North Macedonia, the system for crisis management and system for protection and rescue. Military Academy is associated member of the State University “Goce Delcev – Stip” and is founded by the Law and functions in accordance with the Law for High education and the Law for scientific-research work in the Republic of North Macedonia. It is accredited by the Ministry of education according to the European credit transfer system, as a high educational and scientific institution. It offers university studies in three cycles (the first cycle finishes by awarding a bachelor’s degree, the second cycle includes master studies and specializations, and the third cycle PhD).

The University diploma of completed undergraduate studies at the Military Academy is verified in the country, which provides cadets and students with relevant positions for further education within the educational system of the country and other countries members of the Bologna’s process.

We have more than 20 professor and more than 200 students. Most of our professors have expertise in military and security science and a part that relates to ICT and cybersecurity.

HOCHSCHULE FUR DEN ÖFFENTLICHEN DIENST IN BAYERN (HföD)

The Department of Police is located in Fürstenfeldbruck and in Sulzbach Rosenberg and currently trains the majority of police students in Bavaria at the campus in Fürstenfeldbruck. Students here train for their career on professional and executive levels for the Police Enforcement Service (either Police Force / Constabulary or Criminal Investigation Police Department). The University of Applied Sciences – Police Affairs (HfoeD) teaches future higher ranked police officers in various disciplines including psychology, political science and social sciences.

The inter-disciplinary research team of the HfoeD examines various domains relevant for policing including cybercrime, radicalisation, extremism, terrorism among others. Security research for and via the police strengthens everyday networking in police practice with training and further education, in other words integrating theory and practice. The research team of the HfoeD provides scientific knowledge on relevant topics in the field (i.e. security research, crime prevention or crime research) to police or institutions of the security structure and aids in the design of further training courses and seminars and the mediation of contacts. In addition, the research team supports police and security authorities by providing scientific services in solving day-to-day problems.

Furthermore, the HfoeD works closely with the Ministry of the Interior and the Police Departments in Bavaria to maintain current standards between theory and practice and to serve the needs of police officers and citizens, alike. Aside from the European research projects (examples under relevant projects), the HfoeD supports the police academy in Bulgaria within Erasmus projects, a partnership with the police academy in Bucharest, Romania, a partnership with the police academy in Prague, Czech Republic and a further partnership with the University for Policing in Poland.

Hellenic Police (HPOL)

The Hellenic Police is subordinated to the Ministry of Public Order and Citizen Protection. The Hellenic Police assumed its present structure in 1984 when the Gendarmerie (Chorofylaki) and the Urban Police Forces (Astynomia Poleon) were merged (Law 1481/1-10-1984, Government Gazette 152 A). Hellenic Police (Elliniki Astynomia) is a Law Enforcement Agency according to the Law nr. 4249/2014 and its mission is to:

  • ensure peace and order as well as citizens` unhindered social development, a mission that includes general policing duties and traffic safety
  • prevent and interdict crime as well as to protect the State and the democratic form of government within the framework of constitutional order, a mission that also includes the implementation of public and state security policy
  • prevent illegal border crossing as well as to enforce the legal framework in which immigrants are allowed to live and work in the country

Hellenic Police is comprised of both central and regional Services. Hellenic Police`s headquarters is the supreme authority over these Services. Its efforts center on the fulfillment of the Force`s mission, within the framework of the Ministry of Interior`s policy. For this reason, it schedules, directs, oversees and monitors the activities of its Services, and it ensures the necessary conditions for the exercise of its authority.

In its continuous mission to serve and protect citizens, Hellenic Police has responded to our times` demands and challenges by improving training, adopting a modern crime prevention policy, better utilizing science and technology and by exploiting international law enforcement cooperation.

Beyond the Horizon International Strategic Studies Group is a non-partisan, independent, and non-profit think tank.
